Getting your California insurance license is only the beginning. To keep it active, you need to complete continuing education (CE) on a defined schedule — and California's CE requirements are among the most specific in the country. Miss a deadline or skip a required component, and you're facing late fees, license suspension, or reinstatement procedures.
Here's a clear breakdown of what every licensed California agent must complete.
The Basic Framework
California CE requirements are set by the California Department of Insurance (CDI). Licensed resident producers must complete CE every 2 years, tied to their license renewal cycle.
The total number of hours depends on your license type and lines of authority — but for most Life and Health agents in California, the standard requirement is:
- 24 hours of CE every 2-year renewal cycle
- 3 hours must be in Ethics
- The remaining 21 hours can be in approved insurance-related topics
If you hold multiple major lines (Life and Health plus Property and Casualty, for example), additional hours may be required to cover each line adequately.
CE for Specific License Types
Life and Accident & Health Producers: 24 hours every 2 years, including 3 hours of Ethics.
Property and Casualty Producers: 24 hours every 2 years, including 3 hours of Ethics.
Combined license holders (Life, Accident & Health + P&C): Often 24 hours covers both, though specific requirements may apply for each line.
Personal Lines Only: 24 hours every 2 years with the Ethics requirement.
Limited Lines licenses: Reduced CE requirements apply to some limited lines (travel, credit, etc.). Confirm with CDI for your specific limited line.
The Ethics Requirement
California mandates 3 hours of Ethics as part of every 24-hour renewal cycle. This requirement is:
- Non-negotiable — you can't substitute other coursework
- Must be completed through a CDI-approved Ethics course
- Applies to every renewal cycle, not just once in your career
The Ethics course covers topics like fiduciary duty, fair dealing, agent conduct standards, conflicts of interest, confidentiality, and recognition of unethical practices. It's one of the most consistently valuable CE topics because it reinforces the behaviors that protect your license.
Long-Term Care CE Requirement
If you sell Long-Term Care insurance in California, there are additional specific CE requirements on top of the standard 24 hours:
- 8-hour initial LTC training before your first LTC sale
- 4-hour LTC refresher CE every 2 years thereafter
- For California Partnership for LTC products, an additional 8-hour initial Partnership training and 4-hour Partnership refresher every 2 years
These LTC hours are in addition to — not part of — your standard 24-hour CE requirement. Agents selling LTC need to plan for the extra hours accordingly.
Annuity Training CE Requirement
Agents selling annuities in California must complete annuity-specific training:
- 8-hour initial annuity training before the first annuity sale
- 4-hour annuity refresher CE every 2 years
These hours can count toward your 24-hour CE requirement, but the training specifically must be approved annuity content. This reflects California's enhanced focus on annuity suitability under AB 2468.
The 20-Year Exemption
California offers a reduced CE schedule for long-tenured agents. If you've held your California resident producer license continuously for 30 years or more AND have been designated with specific professional designations (CLU, ChFC, CPCU, or similar), you may qualify for a reduced CE requirement.
This is a narrow exemption. Most agents don't qualify, and even those who do still have some ongoing CE obligations. Confirm with CDI whether you're eligible.
