The Kentucky Department of Insurance (KDOI) strongly encourages online applications through the National Insurance Producer Registry (NIPR), and for good reason — online applications are processed roughly twice as fast as paper submissions. Overview of the Kentucky Application Process
After completing your 20-hour prelicensing education course and obtaining your Kentucky Administrative Office of the Courts (AOC) criminal background report, the application is your third major milestone. Kentucky resident producers must apply through NIPR at nipr.com. The NIPR portal allows you to submit your application, pay fees, and upload supporting documents including your signed and dated Certificate of Completion (Form CPL-01) and your background report reference information.
Before you can schedule your licensing examination, your application must be fully processed by the KDOI. This means submitting your application first, then waiting for processing confirmation via your eServices account before scheduling your exam — the reverse of what applicants sometimes assume. You cannot access exam scheduling until the KDOI has reviewed and accepted your application.
Application Fees
The Kentucky resident producer application fee is $40 per line of authority. In addition, NIPR charges a $5.60 transaction fee for electronic submissions. These fees are non-refundable once the transaction is submitted. If you are applying for multiple lines of authority simultaneously — for example, Life and Accident & Health — you pay $40 for each line, plus a single transaction fee. Business entities applying for agency licensure pay $100 for a resident business entity license. Non-resident individual producers pay $50.
Processing Times: Online vs. Paper
Online applications submitted through NIPR are processed within approximately three to five business days, provided all required documents are on file. Paper applications submitted directly to the KDOI take up to five business days from the date of receipt. Beyond processing speed, the online application allows you to track your application status in real time through your eServices account — something paper submissions do not provide.
Supporting Documents Required
Your signed and dated Certificate of Completion (Form CPL-01) must be submitted to the KDOI. Your provider reports completions electronically on a daily basis, but you are responsible for confirming that the KDOI has received it. If not reflected in the system, you can upload it directly through eServices, email it to DOI.LicensingMail@ky.gov, or fax it to the Licensing Division. Your AOC criminal background report must also have been submitted through kycourts.gov with the Dept of Insurance (DOI) designated as the recipient.
If you answer "yes" to any background disclosure questions on the application, you must submit supporting documentation. The KDOI evaluates background disclosures individually — disclosures do not automatically disqualify an applicant, but they do require additional review time.
Setting Up Your eServices Account
Within 24 hours of submitting your NIPR application, create your KY eServices account at insurance.ky.gov. Through eServices, you will monitor your application status in real time, receive notification when processing is complete, schedule your licensing examination, and print your license once issued.
