Oregon CE Reporting: How Approved Providers Submit Hours
Oregon Insurance CE Reporting Explained. Practical Oregon insurance guide for new and experienced agents. Get the rules, timelines, and steps you need.

One of the most common sources of confusion for new Oregon insurance producers is CE reporting. Who submits your completed hours? How quickly does it happen? What do you do if something goes wrong? Understanding the reporting process helps you stay compliant and catch any issues before they become renewal problems.
Here's how CE reporting works in Oregon.
The Basic Principle: Providers Report, You Don't
The most important thing to understand about Oregon CE reporting: you don't submit your own CE hours to the DFR. Your DFR-approved course provider does it electronically.
This is by design. The DFR built the system this way to:
Prevent fraud (someone claiming hours they didn't complete)
Standardize reporting
Ensure accuracy
Reduce administrative burden on licensees
Approved CE providers are required to report completions electronically to State Based Systems (SBS), which integrates with the DFR.
How Fast Does Reporting Happen?
Reporting timing varies by provider:
Best providers: Report within 1-2 business days of completion.
Most providers: Report within 5-15 business days.
Required maximum: Providers have 15 business days to report your CE completion.
Plan accordingly. If you're close to your renewal deadline, choose providers with faster reporting.
Where to Check Your CE Transcript
You can verify your CE status at:
State Based Systems (SBS) — Your CE transcript is maintained through SBS, accessible through the DFR's portal.
DFR Producer Portal — Through dfr.oregon.gov, you can access your license information and CE transcript.
Sircon (sircon.com) — Sircon provides authorized access to CE transcripts and can be more user-friendly than state portals.
NIPR (nipr.com) — Your NIPR profile reflects your licensing status including CE compliance.
Check your transcript regularly throughout your renewal cycle, especially as your renewal date approaches.
What Information Is Reported
When a provider reports your CE completion to the DFR, the transmission typically includes:
Your full name
Your National Producer Number (NPN)
Your Oregon license number
The course name and approval number
Number of credit hours earned
Whether the hours count as ethics, Oregon law, or general CE
Date of completion
Provider identification
Accurate reporting depends on your information being correct. Provide accurate information to your CE provider.
What to Provide Your CE Provider
When you enroll in an Oregon CE course, you'll typically need to provide:
Your National Producer Number (NPN). This is the most critical piece of information — it's what providers use to report your completion. If you don't know your NPN, look it up at nipr.com.
Your Oregon license number. Found on your license or through SBS.
Your name as it appears on your license. Spelling variations cause reporting failures.
Contact information. Email for course materials and certificate delivery.
Double-check your NPN before enrolling. A wrong NPN means your completion gets reported to someone else's record — a serious problem.
Tracking Hours Across Multiple Providers
Most Oregon producers complete their 24 hours through multiple courses, sometimes from multiple providers. To track effectively:
Keep a CE log. A simple spreadsheet tracking each course (name, provider, hours, type, completion date) helps you see your progress.
Track required vs. elective hours. Note specifically:
Ethics hours (need 3)
Oregon law hours (need 3)
Specialty training (LTC, annuity, flood)
General CE hours
Total
Identify gaps early. Knowing what you still need lets you plan additional courses before your deadline.
What to Do If Your Hours Don't Show Up
If you've completed a CE course but don't see the hours on your transcript within a few weeks:
Step 1 — Contact your course provider.
Most reporting issues are resolved at the provider level. Providers can:
Verify they transmitted your completion
Retransmit if there was a technical issue
Correct any errors in the data sent
Confirm what NPN was used
Save any correspondence with your provider in case you need it later.
Step 2 — Check your completion certificate.
Every approved course provides a completion certificate. Save it (digital and printed) as your backup documentation. If there's ever a dispute about your CE, your certificate is primary evidence of completion.
Step 3 — Contact the DFR.
If the provider confirms they reported correctly but your transcript still shows nothing, contact the DFR directly with your certificate.

Common Reporting Problems
Wrong NPN used. Hours reported to the wrong license. Fix: Contact your provider with correct NPN, have them retransmit.
Name mismatch. Provider used a name variation that doesn't match your license exactly. Fix: Update your info with the provider, have them resubmit.
Course not approved. You took a course that wasn't actually DFR-approved. Fix: Take an approved course. Non-approved hours don't count.
Missing ethics or Oregon law designation. Hours reported as general CE instead of ethics or Oregon law. Fix: Provider can correct the designation with the DFR.
Provider delay. Some providers take longer than expected. Fix: Give them up to 15 business days before escalating.
Reporting LTC, Annuity, and Flood Training
Specialty training like LTC, Annuity Best Interest, and NFIP flood training are reported differently:
LTC and Annuity training. Reported through the appointing insurer, not directly through CE providers. The carriers verify training before allowing you to sell those products.
Flood training (NFIP). May be reported through your CE provider if the course is approved for Oregon CE credit. Otherwise, the carrier verifies training.
This means you don't need to verify these specialty trainings appear on your CE transcript — they're tracked through carrier appointment systems.
Reporting and Your Renewal
Your CE must be reported and showing in the DFR system before you submit your license renewal application. If your CE hasn't been reported yet:
Don't submit your renewal
Wait for reporting to complete
Verify on SBS that your hours appear
Then proceed with renewal through NIPR or Sircon
Submitting renewal before CE is reported will result in rejection.
How to Verify Your Renewal Readiness
Before you click "submit" on your renewal:
✅ Total CE hours for your license type are met (24 hours) ✅ Ethics requirement (3 hours) is satisfied ✅ Oregon law requirement (3 hours) is satisfied ✅ Specialty training (LTC, Annuity Best Interest, Flood) is complete if applicable ✅ Ongoing flood CE (2 hours) is complete if you sell flood ✅ All hours appear correctly on your SBS transcript ✅ Your contact and identifying information is current
Only then submit your renewal.
Non-Resident CE Reporting
Non-resident producers have specific considerations:
Home state CE reciprocity. If you complete CE in your home state and your home state's requirements are substantially similar to Oregon's, your home state CE may satisfy Oregon requirements.
Course compatibility. When you select providers/courses approved for both Oregon AND your home state, your credit gets uploaded to your Oregon transcript automatically.
Manual certificate submission. If your CE isn't uploaded to Oregon automatically, you'll need to send your CE certificates to the DFR at renewal time. Don't send certificates until you've completed your full 24 hours.
Topping up. If your home state requires fewer hours than Oregon, you'll need to complete additional CE to meet Oregon's 24-hour requirement, including the 3-hour Oregon law requirement.
5 Frequently Asked Questions
- Do I need to submit my CE completion certificates to the DFR? Generally no — your approved CE provider submits your completion electronically. Keep your certificates for your own records and backup documentation.
- How fast do CE hours appear on my Oregon transcript? Best providers report within 1-2 business days. Maximum reporting time is 15 business days. Plan accordingly.
- Where can I check my current CE standing? Visit State Based Systems through the DFR portal at dfr.oregon.gov, or through Sircon at sircon.com.
- What if my CE hours don't show up after 2 weeks? Contact your course provider first — they can verify and retransmit if needed. If that doesn't resolve it, contact the DFR at (503) 947-7981.
- How are LTC, Annuity, and Flood training reported in Oregon? LTC and Annuity training are typically reported through your appointing insurers, not through CE providers. NFIP flood training may be reported through CE providers if approved for Oregon CE credit.
