Virginia accepts online license applications through two platforms:
NIPR (National Insurance Producer Registry): nipr.com Sircon (Vertafore): sircon.com/virginia
Both platforms connect to the same Virginia Bureau of Insurance backend. Both charge a $5.60 processing fee on top of the $15 state application fee. Both allow document attachments. The platforms are functionally equivalent for most applicants — choose whichever interface you find more intuitive.
Important: NIPR does not pre-verify your exam results before accepting submission. The Bureau of Insurance verifies exam data after submission. Do not assume that your application will be rejected if Prometric hasn't yet transmitted your results — results are typically transmitted within two business days of your exam.
Renewal note: Both NIPR and Sircon are used for license renewals as well. The $10 renewal fee applies per line of authority at renewal.
The Application Fee
Virginia charges a $15 non-refundable processing fee per line of authority (also called "per qualification"). This fee does not vary by line — Life, Health, Property, Casualty, and Personal Lines each cost $15.
If you are applying for both Property and Casualty as separate lines, you pay $30. What You Must Attach to Your Application
Virginia's Bureau of Insurance requires specific documentation attached to the online application:
Criminal History Record Report (CHRR)
A current CHRR from the Virginia State Police, no more than 90 days old at the time of submission. You obtain this through the Virginia State Police website. The CHRR is submitted electronically as an attachment to your NIPR or Sircon application.
If you have been a Virginia resident for less than six months, submit a CHRR from your previous home state.
Disclosure Documents for Criminal History

The Bureau reviews these documents individually. Incomplete disclosure is treated as misrepresentation and is grounds for license denial independent of the underlying conviction.
Fingerprint Verification
You do not need to upload fingerprint results separately — Fieldprint transmits results directly to the Bureau of Insurance electronically. However, your fingerprints must be on file with the Bureau before the application can be fully processed. Complete your Fieldprint appointment before or around the same time as your exam to avoid delays.
The Two Windows You Must Track Simultaneously
Virginia's application requirements create two independent deadlines that must both be satisfied:
Window 1 — Exam score validity: 183 calendar days from your Prometric exam date. Your application must be submitted and approved within this window. If 183 days pass without an approved license, your exam score expires and you must retake the exam.
Window 2 — Fingerprint validity: 90 calendar days from your Fieldprint appointment. Your fingerprints expire 90 days after they were taken. You must submit your application within this window, and the Bureau must be able to retrieve your background check results.
Additionally: you must submit your license application within 90 days of completing fingerprinting — this creates a practical urgency to complete both the exam and fingerprinting in close proximity to each other.
The simplest approach: schedule your Fieldprint appointment within a week of your Prometric exam. Pass your exam. Submit your application within the next few days. This keeps both windows wide open and eliminates timing risk.
Processing Time and What to Expect
Applications are processed by the Virginia Bureau of Insurance in date order. The typical processing time is approximately 15 business days from the date of submission. During processing, the Bureau reviews your exam results (transmitted electronically by Prometric), your CHRR, and any disclosure documents.
You can check application status through the NIPR website after submission.
Once approved, you will receive an email notification and can print your license from NIPR or Sircon. Virginia does not mail paper licenses.
After Approval: Getting Appointed
Having a Virginia insurance license does not mean you can immediately transact business. Before you can sell insurance for any specific carrier, that insurer must file an appointment with the Bureau of Insurance through NIPR. Appointments are filed and managed by the insurer, not by you.
