Virginia's license renewal system changed fundamentally on January 1, 2021. Before that date, Virginia producer licenses were perpetual — they required only a biennial continuance fee and CE completion, but had no fixed expiration date. Since January 1, 2021, every Virginia resident producer license expires on a specific date determined by the producer's birth month and birth year — and that date controls every CE deadline, renewal window, and reinstatement timeline that follows. Getting this date right is not optional: Virginia terminates licenses automatically when renewals are not submitted on time, and there is no grace period for CE completion.
How Your Renewal Date Is Determined
Under Va. Code § 38.2-1825.1, your license expires at the end of your birth month, and the year of expiration follows this rule:
Born in an even-numbered year → license expires at the end of your birth month in even-numbered years (2024, 2026, 2028, and so on)
Born in an odd-numbered year → license expires at the end of your birth month in odd-numbered years (2025, 2027, 2029, and so on)

The Renewal Window
You can submit your renewal application up to 90 days before your license expiration date. You cannot renew earlier than that window opens. The renewal is submitted through NIPR or Sircon — the same platforms used for initial licensing.
Renewal fee: $10 per line of authority (non-refundable), plus $5.60 NIPR/Sircon processing fee.
What Must Be Done Before You Can Renew
Virginia requires all of the following before a renewal application will be accepted:

Complete all CE requirements. Your CE hours must be completed and reported to the CE program before the Bureau will process your renewal. There is no simultaneous completion — CE must be done first. Allow at least 30 days before your expiration date for CE course providers to report completions to the system. Last-minute CE creates real risk if reporting is delayed.

Pay the CE continuance fee. Virginia's CE program administrator (Pearson VUE) requires a biennial continuance fee before your completed CE credits are officially applied to your renewal requirement. Submit the renewal application through NIPR or Sircon with the $10 per-line renewal fee.
Important sequencing: CE completion → continuance fee payment → renewal application submission. All three steps must occur before your expiration date.
What Happens If You Miss the Deadline
Virginia has no grace period for CE or for the license renewal itself. The moment your expiration date passes without a completed renewal:
Your license is automatically terminated
You cannot legally sell, solicit, or negotiate insurance in Virginia
Your carrier appointments do not authorize you to transact business on a terminated license
You have one year to reinstate. Within 12 months of your expiration date, you can reinstate your license by:
Completing all CE requirements (if not already done)
Submitting a reinstatement application through NIPR or Sircon
Paying: $10 renewal fee + $30 late fee + $20 reinstatement fee = $60 per line of authority
After the one-year reinstatement window closes, you must apply as a new producer — including retaking the Prometric exam.
The Bureau's Notification Process
The Bureau of Insurance sends renewal reminder notices approximately 90 days before your license expiration date — this timing aligns with when your renewal window opens. Notices are sent to the email address on file with the Bureau.
Keep your contact information current. Address and email changes must be submitted within 30 calendar days of the change. If your email address is outdated, you will not receive renewal reminders. The absence of a reminder does not extend your renewal deadline — the obligation is yours regardless of whether the Bureau's notice reaches you.
Special Circumstances: Military Waiver
Virginia law provides for renewal waivers for producers who are unable to comply with renewal requirements due to military service or other extenuating circumstances (long-term illness or incapacity). Waiver requests must be submitted in the form prescribed by the Commission and received by the last day of the renewal period. Does my renewal deadline change if I add a new line of authority partway through my biennium?
No. Adding a new line of authority does not change your existing renewal date. All lines on your Virginia producer license renew on the same date — the end of your birth month in your odd/even renewal year. If you add a new line six months before your renewal date, that new line renews on the same date as your existing lines. The only thing that changes when you add a second license type is your CE requirement for the upcoming cycle — it jumps from 16 to 24 hours if adding P&C to an existing L/A/H license (or vice versa).

Under the system that took effect January 1, 2021, agents born in even years renew at the end of their birth month in even years. Born in January 1982: first renewal under the new system was January 31, 2022, then January 31, 2024, then January 31, 2026, and so on. If your license was issued after January 1, 2021, your first renewal is the first occurrence of your birth-month/odd-even pattern after your license date. Newly licensed producers have a brief partial-biennium CE exemption: individuals licensed in the even-numbered year of a biennium are exempt from CE for that current biennium only. Their first CE obligation begins in the following full biennium.
